A Windows Live Contact File (.WINDOWSLIVECONTACT) is a file used by the Windows Live Messenger instant messaging program in order to save contact information.
The contact information stored is more extensive than just the username and e-mail address of the contact, however. The Windows Live contact file actually stores the entire contact card that is associated with the user; information includes phone number, address, e-mail address, name, and even a photo. This information is all encrypted.
