WBA files are deprecated compression files created by WinAce. These files were replaced in future revisions of the WinACE software by the ACE compression format. The WBA format was also eclipsed by other more popular formats such as the ZIP, LHA, and RAR formats, all of which provided a higher level of compression with a more open format, leading to their higher acceptance rate.

Please, how can i install or use the themes with .wba extensions? i don't know how to go about it.

.WBA archives are themes/window-skins for Stardock WindowBlinds.
Use them with WindowBlinds, or unzip them with WinAce, WinZip, or whatever.
I think they're just .zip's with the extension changed.
