An SP3 file is a Quake 2 Sprite Builder file. These files may be opened with the CyberPunkQE application, an application which is used to develop custom sprites in the PC Game Quake. These sprites are stored in a PCX format which allowed them to be small, but also high quality. These files were than able to be loaded in to the Quake 2 application.
When Quake 2 become a deprecated FPS game, the application that was used to edit these SP3 files has slowly disappeared off the internet.
