The .INC file extension is hardly ever used anymore unless you're using some php or asp scripts from around 2002. If it still works, don't start fixing it now.

What type of data does the .INC file include? TEXT, right? Just rename the file .TXT - open it and edit whatever you want and then rename it .INC again.
