.ece stands for Escenic Content Engine, a content management system used by many online newspapers. It is a J2EE application, so it can indeed run on Oracle application server, but also Tomcat, Resin, WebSphere, WebLogic etc. It is made by the Norwegian company Escenic (www.escenic.com)
