The 60D format is used by WaveReader, a CCTV video viewing application.
WaveReader provides the user the ability to view video via ethernet or modem.

OK here's what I found. The .60d file is a video associated with a CCTV (closed circuit tv) surveillance system. To view the videos you need to download the WaveReader application onto a PC (no Mac).
