Don't know if this helps anyone, I'm a complete amateur working with a mod for the game Freelancer - old as mankind... But there is a small program called UtfEditor, and it can open these files, at least in this game.

The info is mostly stuff I know nothing about, but I know how to get textures out of it. Maybe it could help someone with other .txm's too? ... don't blame me if it doesn't. We never know unless we try, do we!
