The .w3l file hosted on a web server contained the _name_ of the package (not a command line) and the local PC administrator maintained a database linking names to command lines.
The w3launch viewer looked up the command line in the local database and executed it. The software was created for 16 bit windows and is pretty much unnecessary in this world of Java applets, Flash etc. but may be found in one or two libraries around the world.
