A TDB file is created by eBay's Turbo Lister program as a "Turbolister Data Base" file, however it seems to serve no purpose other than copying auctions from one computer to another, as no other program seems to recognise it.

Also it is not an access database file with a strange extension as renaming the extension to MDB results in an error from Access stating it's not recognised, and it is not even a txt file, as changing it's extension to TXT results in a file with some data in text format but extra code at both ends and throughout the data.
