.SCH files are used to hold schematic diagrams for the ExpressSCH program available for free from ExpressPCB. It is used to create schematics that feed into the companies free PCB layout program ExpressPCB. No details on the internals of these files is know to me.

The extension .sch is also used by a various number of other schematic editors, such as jSchem, Eagle, {Easy PC=DesignSpark=PCB Artist}, OrCAD, etc..., but the format of the files vary, so you can't tell what's exactly inside the file, by looking at the extension, just that it's probably a PCB Schematics file.
