Netmeeting opens and displays a Whiteboard client but it seems to be a different one than that which is used in a Netmeeting session. The one which opens works with WHT files. I don't know what that one is nor where it comes from.
Anyway if you open Netmeeting by yourself and open its whiteboard (Tools->Whiteboard or Ctrl+W) you can open NMW by File->Open.
