Although I haven't seen an .ISFF file, I'm pretty sure it stands for Intergraph Standards File Format. That standard is used to define a data structure used by a couple of software developped by Intergraph, a company specializing in Spatial data management (Geographic information systems). Microstation is one of the most popular software developped by Intergraph. It is a computer assisted drawing software similar to AutoCAD that uses .DGN graphics files which are modeled after that standard. A detailed description of that standard can be found here: http://dgnlib.maptools.org/dgn.html Basically it identifies basic drawing elements and how to stock them in the computer's memory. That way, you can be sure that an ISFF compliant software will be able to read ISFF files.
