I know SQL well and this is definitely not a SQL file however opening it up in excel / notepad seems to reveal that the file contains a header followed by rows of data in what looks like an encrypted CSV file format.
The only information I have found seems to insist that the file is opened in ACT only, no other known tools appear to be out there for handling this file.
