A file that is used by the Windows Update software to keep track of the status of the updates and the Windows configuration. These files can be found in the winsxs directory under %ROOT%\Windows\.
Though it is rare, it is possible that a failure during the update process can result in continued failures due to the Windows Update program not deleting the GRL file and any corresponding files which it had already downloaded during the failure.
