I did some more work and you can open .cml files in SQL server 2008 which I think you can get the lite edition for free at microsoft.com.

CML files are ANSI format which is easily converted into csv (ansi) files that can be read by excel. From what i can see, the delimiters are * as opposed to commas which are most common in delimited formats.
