BCLF could mean "Binary Color Library Format", because it was used for the definition of color libraries (Pantone, DIC, Trumatch, ...) in Adobe PageMaker (last update in 2004).
Since Adobe integrates all publishing applications under the "CS" label ("Creative Suite"), .BCF became obsolete and was replaced by cross-application exchangable formats:
.ACT ("Adobe Color Table") for palettes in all CS application programs;
.ACO ("Adobe Color Swatch") for libraries in Photoshop and Photoshop CS;
.ACB ("Adobe Color Book") for libraries in Photoshop, Photoshop CS, Illustrator CS and InDesign CS (successor of PageMaker).
Could be an explanation why the visitor put BCLF to .ACT - but they are not compatible.
